Borough Council Meeting Minutes

Reorganization Meeting was called to order at 7:22 PM, chaired by Mayor Daniel Dunham. The following were in attendance: David Hindman, Phyllis Sturdevant, Dan Dunham, Josh McGroarty, Linda Abrams, Bill Thompson, Joe Keeney, Robert Manahan and Elaine Shirk.

The Mayor swore in the newly re-elected Council Members
Dave Hindman, Joe Keeney, Josh McGroarty and Bill Thompson.

Dan opened the floor for nominations for President. Joe Keeney nominated Dave Hindman for President, Josh McGroarty seconded the motion. Phyllis Sturdevant made a motion to close the nominations. Bill Thompson seconded the motion.

Dave Hindman nominated Linda Abrams for Vice President, Josh McGroarty seconded the motion. Dave Hindman made a motion to close the nominations. Bill Thompson seconded the motion.

Dave Hindman took control of the meeting at this point.

MINUTES:

Minutes from last meeting were read in closeout meeting.

TREASURER'S REPORT:

Treasurer’s Report was given in closeout meeting.

COMMITTEE REPORTS:

Highway: Aloysi will be willing to do an engineering study for free if we can wait up to 2 months.

Dave will talk with Stiffler about the study.

Park: Nothing to report.
Sewer: Borough has received Sewer Permit Renewal.

Have received estimates for doing drywall, spackle, ceilings at the Sewer Plant:

Neubert’s Contractor - $3255.60 for Office
$3731.00 for the other part of bldg.
McGroarty Enterprise – Mike McGroarty
$1190.00 for Office
$1425.00 for other part
New Breaker panel $625.00
Total Cost $3240.

Joe Keeney stated he would donate a 20-gallon water heater for the Sewer Plant.

Bill Thompson made a motion to hire McGroarty Enterprises to do the work at the Sewer Plant. Joe Keeney seconded the motion. There were 5 yes votes, Josh abstained.

Water:

Talked to the lawyer in Harrisburg. Just waiting for the publishing of our petition in the Pennsylvania Bulletin.

There is a Water Operator Course Starting March 1 for 4 Saturdays in Troy. Cost of Course is $140.00. Dave Hindman made a motion to have Bill Thompson attend the Water Operator Course, Linda Abrams seconded the motion, the vote was unanimous.

BILLS:
Bills approved and paid at the closeout meeting.

Old Business:
Steel grate over drain at end of Main Street
Rodney Lamphere’s water line broken
Lights by concession stand
Hydrant Flushing
DEP info on creek by Tillie Hatch’s
Dates for Rabies Clinic
Tree by McMahon’s

New Business:
Street light by Florence Palmer residence and one by the bridge are out. Dave will call GPU.

State passed an act regarding municipalities adopting national building codes.

Kissell signed the release for the Sewer.

New Borough Officer Training on February 26th and March 4th at Mansfield. Cost is $45.00 for 1 day, $80.00 for both days. Dave Hindman made a motion that the Borough should pay for anyone who would like to attend. Phyllis Sturdevant seconded the motion, the vote was unanimous.
Dave Hindman and Dan Dunham would like to attend both days, Bill Thompson would like to attend 2nd day only.

The Borough budgeted money for a Clean Up Day. Dave is looking for a volunteer to see what needs to be done and coordinate the effort.

Dave received a letter from DEP stating that they making an Engineering Assistant available to work with communities with water systems, if desired. Dave Hindman will contact.

We have received the annual retainer bill for our Attorney.
Retainer is $600 and $150.00 an hour for other. Bill Thompson made a motion to retain Niemiec for another year, Linda Abrams seconded the motion, and the vote was unanimous.

Talked about roads and DEP contract. Tabled until next meeting.

Dave Hindman would like to review the Borough Insurance Policies and rates.

Dave got a letter from GPU regarding different suppliers,
Dave will contact GPU and will discuss at next meeting.

Dave Hindman made a motion to buy a Polaroid Camera for $50.00. This camera would be left at Secretary’s home.
Josh McGroarty seconded the motion, the vote was unanimous.

Joe Keeney asked about grants that might be available to help with the streets. First an engineering study must be done and then develop a 5-10 year plan.

Dan Dunham asked about a house number for his new home.

Josh McGroarty made a motion to adjourn. Meeting was adjourned at 8:30 PM.
