Linda Abrams, Vice President, called meeting to order at 7:05 PM due to Daves absence. The following were in attendance: Phyllis Sturdevant, Bill Thompson, Dan Dunham, Josh McGroarty, Robert Manahan and Elaine Shirk.
OUTSIDE BUSINESS:
Ginny Hugo had no taxes to turn in for September.
The Wyalusing Chamber of Commerce has contacted Dan Dunham. They would like to give New Albany 2 Welcome signs for Rt. 220. The Rotary has already purchase signs for Rt. 220 so Dan will speak to them about using the signs on the Wyalusing/New Albany Road (2010) and on the road coming from Overton.
Trick or treat was discussed, it will be held on Sunday the 31st from 4:00 - 6:00. Secretary will put a notice in the Daily Review. The notice will state that children are welcome at houses with porch lights on and that they should wear light clothes/and or reflective stripes. The fire police have been contacted about working that night.
Phyllis reminded Bill Thompson that the water needs to be turned off at the Cemetery and at Edna Lees house. Bill said he would do Sunday (October 10).
Phyllis also asked about the Borough line as Joe Keeney is building a storage building and the State is building on his property also. The Borough lines were discussed. Bill Thompson stated that he would take the building permit forms to Joe the following morning.

Minutes from the September 7th meeting were read an approved by a motion made by Phyllis Sturdevant and seconded by Bill Thompson.
TREASURER'S REPORT:
Treasurer's Report was read and approved by a motion from Bill Thompson, seconded by Phyllis Sturdevant.
COMMITTEE REPORTS:
Highway: Bob Manahan stated that he had seen an article in the Daily Review about grant money from PENDOT for roads. Josh will call Warren Knapp tomorrow (Oct 5).
Josh had nothing new besides what was discussed at the last meeting. Dave left a note that he has not been able to get in touch with Kyle as yet, but Pelton Hill and ditch by the fire hall is top priority.
Secretary advertised for bids for plowing and cindering in the Daily Review and received no replies.
Park: Linda reminded Bill Thompson that the water needs to be turned off at the Park.
Sewer: No one was present that could report on Sewer Plant.
Water: Bill Thompson stated that the Drought Emergency was over but people should still be careful with the water.
He attended a Drought Task Force on September 30, 1999.Dave would like to hold a Water Committee Meeting on October 25, 1999 with former members Howard Hugo, Jim McMahon and John Hanzok at 7:00 PM. This meeting is to discuss former water problems and what has been done, also water rates for meter billing. Ed Webster should attend also.
Dave spoke with the PUC lawyer. She is in the process of drafting a petition, which she will send us in a couple of days.
Dave is aware of the problem Jim McMahon is having with his sewer pumps check valve and will be working on it Tuesday and Wednesday.
Ray Robinson contacted Dave regarding hook-up costs for water and sewer to the ceramic shop. Cost for Sewer is $550 to property line. Dave doesnt know about water cost to the property line/curb box, he will check on this. Property owner is responsible from property line into his residence.
Old Business:· Linda gave the grant form for Parks and Recreation to the RVC.
New Business:
· Dave would like to have a Budget Workshop on 10/19/99 at 7:00 PM at Secretarys home.
· Josh would like Secretary to order sample ordinances on Buildings. Dan would like ordinances on ATVs.
