Borough Council Meeting Minutes

Meeting was called to order at 7:00 PM. The following were in attendance: David Hindman, Phyllis Sturdevant, Dan Dunham, Josh McGroarty, Linda Abrams, Joe Keeney, Katherine Chase, Roger Finan, Charles Reynolds and Elaine Shirk.

OUTSIDE BUSINESS:

Ginny Hugo had no taxes to turn in for October.

Kathy Chase asked about trying to have a Rabies Clinic at the Social Hall. Suggested time was either January or the Spring. She had already spoken with the Township Supervisors and they thought it was a good idea. Dr. Shoemaker would do it on a Sunday afternoon. Thought that the organizations in town could take turns sponsoring and receiving any money made.

Y2K - Bill Thompson and Kathy chase have got an Emergency Plan almost done. We need to have generator for the Water chlorinator.

Charles Reynolds came to the meeting with a proposition for the Council to consider. He would like to have a weekly lunch for Senior Citizens. At this luncheon he would like to have a program on some issue that pertains to seniors. He would like the Borough to sponsor the luncheon. He has been talking with Bill Farley, Area Agency on Aging regarding funds to do this. Dave Hindman suggested that he do a feasibility study and get back to the Borough Council after it is completed.

MINUTES:

Minutes from the October 4th meeting were read an approved by a motion made by Phyllis Sturdevant and seconded by Linda Abrams.

TREASURER'S REPORT:

Treasurer's Report was read and approved by a motion from Linda Abrams, seconded by Josh McGroarty.

COMMITTEE REPORTS:

Highway: Kyle Bird has put some stone on Pelton Hill Road, has fixed the street by the fire truck garage, plans to work on filling pot holes on Pelton Hill next. Dave will check with Kyle to see where he is as far as the street work is concerned.

Mike Epler stated that he would sign the contract for doing the Cindering and plowing as the Borough did not receive any responses to the bid advertisement. Josh McGroarty made a motion to have Mike to do the plowing and Cindering, but to ask if he would also do the road to the chlorinator, Linda Abrams seconded he motion, vote was unanimous.

Dan Dunham advised the Council that the drainage grate by the bank is plugged. Dave will talk to Kyle.

Park: Still need lights around the concession stand. The water has been turned off.

The RVC is having a dinner on 17 November for all the people involved with the Fall Festival. It is a covered dish meal at 6:30 at the Social Hall.

Sewer: Everything working ok, need to have the blower put in. Also need some oil & filters for motor maintenance.

Haven’t heard anything on the Sewer Permit as yet.

One contractor looked at the Sewer plant for dry wall; another is coming tomorrow for estimates.

Linda Abrams made a motion to buy a $2500 CD for the Sewer Company, Phyllis Sturdevant seconded the motion, vote was unanimous. This is required by Rural Development in accordance with provisions for our loan.

Water: We have plenty of water. We struck water in our new well and are getting 60 gallons a minute. Will do a pumping test next.

Grant money was discussed with Phil Swank as it is suppose to run out at the end of 1999.

Hydrant flushing, will try to do on a Saturday night. Let Secretary know so she can put notice in Daily Review.

Ed Webster stated he needs two barrels of Chlorine.

Have two bills from Stiffler that need to be sent to the Grants Office.

PUC stated that they should have a draft proposal for the Borough by the end of the week.

Phyllis Sturdevant made a motion to pay the bills, Linda Abrams seconded the motion, and vote was unanimous.

Old Business:

New Business:

· Dave asked the Council for permission to buy a Fax Machine to be kept at his home. Josh McGroarty made a motion to buy a Fax machine, Linda Abrams seconded the motion, vote was unanimous.

· Tom Kosmala is leaving our Attorney’s group, so Dave spoke with Scott Pellinger regarding our delinquent Water and Sewer Accounts.

· Secretary is to write a letter to Kathryn Morris telling her the leak has been fixed by her house and water has been turned back on.

· Phyllis Sturdevant made a motion to accept the proposed budget for 2000, Josh McGroarty seconded the motion, vote was unanimous. Secretary will put notice in the Daily Review that the budget is available for review. The Budget will be approved at the December 6th meeting it there have been no objections to the budget.

Phyllis Sturdevant made a motion to adjourn. Meeting was adjourned at 8:30 PM.
