Borough Council Meeting Minutes

Meeting was called to order at 7:00 PM. The following were in attendance: David Hindman, Phyllis Sturdevant, Dan Dunham, Josh McGroarty, Linda Abrams, Bill Thompson, Katherine Chase, Eloise Corson, Joe Niterzsolis, Don Rood, Adam Wells, Leo Fowler, and Ed Webster.

OUTSIDE BUSINESS:

Pelton Hill Road, Tuesday, December 7th, Kyle Bird will be filling in pot holes, needs a grader, Dave talked to Terry Selleck. Borough will get professional opinion for a better job. Josh has talked to an engineer regarding an approximate cost for the job. He will get back to us. Stiffler has an office in Towanda, Council will also speak to him regarding a cost estimate.

Kathy Chase has Emergency Plans updated. As soon as the plans are singed Kathy will turn them in for a grant.

MINUTES:

Minutes from the November meeting were read and approved by a motion made by Josh McGroarty and seconded by Phyllis Sturdevant.

TREASURER'S REPORT:

Treasurer's Report was read and approved by a motion from Dave Hindman, seconded by Bill Thompson.

COMMITTEE REPORTS:

Highway: State cleaned storm drains today.

Park: RVC have put the benches under gazebo. Josh McGroarty has the sign for the Park, that blew down.

Sewer: Dave Hindman has received 2 quotes on plant repairs, drywall, etc.

Ed Webster has been doing some work on sewer. Requested a 2" trash pump, gas, Honda cost is $600.00. Can go on a government bid and may be cheaper. Bill Thompson made a motion to buy pump and equipment to go with it, Josh McGroarty seconded the motion, vote was unanimous.

There was an ad in the paper for a generator. Discussed buying for Sewer plant, Bill Thompson said he had already called and it has been sold.

Motor needs to be wired. Ed Webster will check with Mountain Lake Electric for grinder pump at the Sewer plant and why it keeps kicking the breaker.

Sewer Plant doing good.

Water:
Well #1 - pumping 4 gal per minute - Cost $ 8250.00
Well #2 - pumping 35 gal per minute - Cost $13062.50.
Bill Thompson made a motion to pay bills, Josh McGroarty seconded the motion, vote was unanimous. Secretary will send the bills to the Grant’s Coordinator for payment.

Dave Hindman read a letter from PUC.

Hydrants didn’t get flushed.

Bill Thompson made a motion to pay the bills, Josh McGroarty seconded the motion, and vote was unanimous.

Old Business:

Regarding the law suit with Kissell, Borough has sent payment of $2300 to Attorney some time ago. We need to have a letter sent giving Kissell a deadline by which to accept the offer. Josh made a motion to have Attorney write said letter giving them 60 days to respond, Bill Thompson seconded the motion, vote was unanimous. Dave will contact Attorney.

Phyllis Sturdevant made a motion to adopt the 2000 Budget, Josh McGroarty seconded the motion, vote was unanimous.

Dave will check with DEP and Fish Commission to see what can be done with regard to the creek behind the Tillie Hatch resident.

Paramedic stationed at the Fire Department’s Social Hall, 12 hours per day.

Children’s Parties were discussed. The New Albany Children’s Fund holds, Halloween and Christmas Parties and the annual Fishing Derby. Council believes Borough and Townships should support this effort. Dave Hindman made a motion that the Borough donate $150.00 for these activities, Bill Thompson seconded the motion, vote was unanimous.

Kathy Chase will talk to Dr. Shoemaker about dates to hold a rabies clinic. Sunday afternoons would be best time.
New Business:

Complaints about burning at Short’s May Street property, burning outside stated times and burning things that are creating noxious odors. Secretary to write letter and provide copy of ordinance.

Congratulations to Josh, Dave, Joe, and Dan for their reelection, Bill received write in vote.

The reorganization meeting for 2000 will be held on January 3rd. A short meeting to close out 1999 will be held prior to the reorganization.

Josh McGroarty made a motion to adjourn. Meeting was adjourned at 8:30 PM.
