Meeting was called to order at 7:00 PM. The following were in attendance: Dave Hindman, Phyllis Sturdevant, Dan Dunham, Linda Abrams, Joseph Keeney, Ginny Hugo, Vida Williams, Ray Brown, Kathy Chase, Ed Webster and Elaine Shirk.
OUTSIDE BUSINESS:
Vida Williams asked again about the potholes in Jones Alley and wondered if something could be done about dust. She also expressed concern with the cars parking on the sidewalks, cross walks not being painted and burning in the Borough.
Bill Thompson presented an update of the Emergency Responsibility Plan. Kathy Chase stated that she is still trying to track down the Emergency Management Books, which need to be turned in to she and Bill for updates.

Minutes from the May 3rd meeting were read an approved by a motion from Ray Brown, seconded by Linda Abrams.
TREASURER'S REPORT:
Treasurer's Report was read and approved by a motion from Phyllis Sturdevant, seconded by Bill Thompson.
COMMITTEE REPORTS:
Highway: Josh McGroarty has discussed the road in front of T&M Fabrication with Terry Selleck. Terry quoted Josh a price of approximately $300.00 for the work.
The drain at the corner of Main and Division was discussed. Josh is doing a concrete job and will pour a slab to place over the top.
Discussion ensued regarding a work bee to put gravel on Jones Alley and Robinsons Alley. No date was set.Council has received a call from Hazel Albright Walski regarding the water running down the road and onto her porch. Discussed ensued with regard to cleaning ditches and when Terry Selleck is here to do work at T&M have him do the work on Hazels road.
Park: The June 19th party was cancelled. July 21st there will be a teen dance sponsored by RVC.
The tractor belt broke. Have two people doing community service who can mow if we get the mower fixed. Dave stated that the Council did not advertise because of these individuals who have to do community service. If this doesnt work out we will advertise as a part time, minimum wage job.
Dan Dunham, Mayor brought up the idea of flying the flags of military persons who have died. These flags would be flown for one month at the park with a plaque stating the flag was being flown in memory of (name of person).
The ball on the top of the flagpole at the park needs fixing. The walkway to Gazebo is done, and trees have been planted. The RVC is having a work bee on Wednesday. A couple of the pavilion roofs need painting and there needs to be cages of some sort around the lights.
Sewer: Ed Webster said he has some prices on the labs for testing. Friends & Seewald wouldnt deal on prices. Teeter in Sayre said they would give the Borough the same prices as they do Towanda. They are the labs Towanda uses.
The tests that are required to be done each month were discussed.DEP held an inspection at Sewer Building, commented that the grass is high and the area needs general picking up.
The flow recorder ceased working, Ed contacted the maker and they said to send the unit back. Still waiting to hear from them.
Ed Webster attended a Nutrient reduction Seminar, need to reduce nutrients by 40%, we shouldnt have a problem.Sewer is running ok. The pumps are ready for electrician to work on.
Mountain Lake Electric furnished an estimate of $790.00 to finish wiring at Sewer Building. Also need 2 8-foot fluorescent lights and 4 to 5 GFCI receptacles. Ray Brown made a motion to have Mountain Lake Electric do the work at the plant, Linda Abrams seconded the motion, vote was unanimous.
Dave Hindman is working on the Chapter 94 Report. Needs to know how much of the capacity of the plant we are using.
Received word from DEP that our Sewer Permit renewal is administratively complete.
Water: Very good flow. Overflow from tank still going into the creek. Need to get some plastic pipe and reroute overflow water to spill way. Dave Engle needs a letter with plan to fix.
Discussion ensued regarding controlling the flow from the spring. Mike McGroarty asked about putting a sensor on the tank, so when it gets so full the water is diverted. Discussed possible things that can be done with water system.
The problem that caused the boil advisory was coloform showed up in the test after the pipes at the springs were cleaned out. Following Monday test showed clean.
Electrician from Mountain Lake Electric looked at Chlorinator Building electric box, it is rusted, estimated cost to replace with box on outside of building is $671.00. The Council decided that the receptacles, light fixtures and wires needed replacing. Joe Keeney made a motion to have Mountain Lake Electric do the work, Josh McGroarty seconded the motion, vote was unanimous.
PUC finally realized we had no current water tariff, last one was in 1944. Worked with our attorney on a new tariff, which needs to have an ordinance to pass the new tariff.
Bill Thompson made a motion to pass the tariff ordinance, Ray Brown seconded, vote was unanimous.Regarding bids for drilling well, received two bids, New Way Drilling and Eikelbergers. Stiffler recommended New Way Drilling as Eikelbergers was about twice the amount of New Way. Joe Keeney made a motion to accept New Way Drillings contract, Bill Thompson seconded, vote was unanimous. The bid did not include road improvements. Bruce Fowler looked at the road, will involve hauling lots of shale. Bruce also looked at the road to the Chlorinator with respect to giving the Borough an estimate to repair that road.
Dave has spoken with the Engineer about a way to tell how much water is in the tank without having to climb it.
The Fire Hydrant beside Library has been replaced.
The water line from well to tank has been fixed.
The ring for the Benjamin Springs is being made.
Discussion regarding dry conditions and whether we should fix the problem with line in the creek now that the creek is low. The water committee will take a look at it.
New Business: Virginia Hugo turned in $6.74 in 1998 taxes
and $478.00 in May 1999 taxes.The old Cummiskey house is being torn down by the Hunsingers. The Sewer should be capped.
