Borough Council Meeting Minutes

The meeting was called to order at 8:10 PM. The following were in attendance: David Hindman, Lisa Robinson, Rocket Courier, Bill Thompson, Dan Dunham, Jan Bouse, Linda Abrams, Phyllis Sturdevant, Ed Webster, Karon Hugo, James Loewenstein, Daily Review and Elaine Shirk

OUTSIDE BUSINESS:

No outside business.

Karon Hugo thanked the Council for the flowers that were sent to her.

MINUTES:

Minutes from the June meeting were read and approved with a motion made by Phyllis Sturdevant and seconded by Janet Bouse.

TREASURER’S REPORT:

Treasurer’s Report was read and approved with a motion from Bill Thompson, seconded by Linda Abrams.

Committee Reports:

Highway - Haven’t found anyone to fill potholes as yet. Howard Hugo volunteered his tractor. He and Dave will work at it if no one is found. Haven’t met with Fowler as yet. Dave will check on the Soil Conservation Dirt Road program.

Dave, Jan Bouse and Dan Dunham are meeting with Phil Swank (Grant’s Coordinator) on July 25th.

Park - Have 5 Reunions at the Park in July. On July 16th there will be a concert in the park with Kay Lynn.

Ed Webster said the road to the tank needs mowing. Dave will ask Dale about mowing this.

Sewer – Still no letter from DEP regarding generator. Dave is having Stiffler draw up specs for Generator. Looking at about $25,000.

Ed Webster has been making modifications in the procedure. Everything is working fine. He is to create a plan for removing grit from the tank. He is also looking for a new place to dispose of the sludge.

Water – Nothing much with water. Getting approximately 49,500 gallons a day from springs.

New electrician (Larry Grace) working at Sewer plant.

Bill Thompson made a motion to pay bills, Linda Abrams seconded the motion, vote was unanimous.

OLD BUSINESS:
· Mike Cuomo Memorial Fund Letter – Council tabled until they find out what they are planning on doing with the money.
· Feed back on Clean Up Day was good. Everyone glad that we held it.
· Dave planned a work session on Monday July 17th at 7:00 PM to look at samples of ordinances and discuss costs and ways of billing for the Water System. Want to be able to bill 4th quarter using meters.
· Received a letter of resignation from Joe Keeney. Bill Thompson made a motion to regretfully accept Joe’s resignation . Linda Abrams seconded the motion and the vote was unanaimous. Council will advertise that there is a position open.
· Dave made a motion to buy 10 tons cold patch, Phyllis Sturdevant seconded the motion and the vote was unanimous. The cold patch will be dumped at the park, to be used for pot holes.

NEW BUSINESS:
· Dave Hindman made a motion to donate $50.00 to the New Albany Area Children’s fund for the Fishing Derby. Karon Hugo seconded the motion, and the vote was unanimous.
· Dan Dunham trying to reform the Crime Watch in town. The Council is in favor and will help in any way they can.
· Dave hopes to have a candidate for a new solicitor for the Borough by our next meeting.
· Dave also would like to budget for a part time code enforcement officer for next year.
· The trailer by Westbrook’s was discussed.

At 8:55 Council went into a short Executive Council Meeting to discuss collection of delinquent bills.

Linda Abrams made a motion to adjourn. Meeting was adjourned at 9:05.
